Tenmasa offers a satisfying dining experience by exquisitely balancing Kaiseki-style appetizers with their main course of tempura. As expected from its reputation as a tempura specialist, the shrimp, fish, and sea urchin tempura were truly excellent, though I felt it was a bit a pity that the tempura menu wasn't more diverse.
